Franklin County parole and probation records require more than a check for past prison custody. A person may be out of prison yet remain under probation, parole, or post-release supervision, and each status has a different legal basis. North Carolina's state offender record is the best public starting point, while the local Community Supervision office can direct a precise status question. Parole review material applies mainly to older eligible cases, not every released person. Read each source in its own scope, compare identity details, and confirm any current custody change with the agency that reports it.

Franklin County Supervision Types

North Carolina Department of Adult Correction Community Supervision administers probation, parole, and post-release supervision in Franklin County. The categories can appear together in the OPI heading “Probation/Parole/Post Release Status,” but they are not interchangeable. A person can receive probation without first serving a state-prison term. Post-release supervision commonly follows a Structured Sentencing prison term. Parole remains relevant to eligible older-law cases and certain special categories.

Verify Franklin County Post-Release Status

Start with the state record because the Franklin County Detention Complex has no public online release roster, and county jail custody is not the same system as state supervision. The DAC Criminal Offender Searches page explains that OPI covers state prisoners, probationers, parolees, and history but excludes county-jail records.

  1. Open the official Offender Public Information search and use All for broad history or Active Probationer-Parolee for current supervision.
  2. Search by offender number when possible. Otherwise match the full name with birth date, middle initial, or other offered identity fields.
  3. Open the individual record and read the exact Probation/Parole/Post Release Status. Also inspect incarceration history and actual release fields.
  4. If failure to report is at issue, use the Absconded Probationer Search, choose Franklin as County of Supervision, and confirm the identity.
  5. Ask District 9 for the correct public verification route when the public record is incomplete. Do not assume internal notes or officer assignments are public.

The live DAC Community Corrections directory controls over an older resource that lists a different address. Call before visiting because the research did not establish public counter hours.

The directory identifies the administrative office, but G.S. 15-207 limits disclosure from supervision records. Ask which public record or office can answer the exact question instead of requesting confidential case-management detail.

Franklin County Absconder Records

An absconder result means DAC reports a problem with community supervision. It does not prove a new arrest, show a current jail bed, or establish a fresh release date. A warrant, revocation step, or other enforcement action can lead to custody later, so an old Actual Release Date cannot stand alone as proof that the person remains in the community.

Check the OPI record again for a more recent incarceration or supervision entry. If county custody may be involved, use the Franklin County Detention Complex page and call (919) 496-2186 because DAC excludes local-only jail data. A named record can be sought through the county request route. NC SAVAN can provide agency-fed custody-change notices, but its message is bounded to the reporter and can lag. The Franklin County court directory leads to clerk procedure for a filed violation or order, which still may not prove the exact time of a physical custody change.

Read the label narrowly: “Absconder” describes supervision compliance; it is not another word for fugitive, arrest, incarceration, or release.

Franklin County Supervision Completion

A prison Actual Release Date and a supervision discharge answer different questions. The first records a past departure from state imprisonment. The second addresses whether probation, parole, or post-release supervision remains active. OPI may show expired incarceration while its supervision heading remains active. Review all relevant sentence and status rows before concluding that state control ended.

For a durable record, save the offender number, exact status phrase, agency, URL, and access date. DAC's public-records page says release dates, time served, sentence length, admission dates, and basic conviction information are among available categories for people within DAC scope. It does not maintain a local-only Franklin jail stay. A narrow request should identify the person, date range, and exact release or discharge fields sought.

Franklin County Parole Review Records

The North Carolina Post-Release Supervision and Parole Commission expressly says it does not hold formal hearings and does not meet personally with people considered for parole. Franklin County users therefore should not search for a hearing-room calendar that does not exist. Eligible cases are reviewed through the Commission process and decided by majority vote.

The closest public results channel is the Discretionary Parole Reviews archive. It provides monthly workbooks beginning with September 2024. It is a results archive, not an advance calendar or a complete person-search database. “Incomplete Decision” means more information is needed or a vote recommends investigation for the Mutual Agreement Parole Program. “Suspend Decision” stops current consideration and can also terminate MAPP after violations. “Regular Parole” is conditional release to supervision before sentence expiration.

The Commission's news and notices page carries some named investigations, approvals, terminations, and review dates. Its coverage is selective. Absence from either channel does not establish that no review occurred. Confirm a release in OPI's status and Actual Release Date fields, not from a workbook outcome alone.

That rule changes the correct search from a future hearing calendar to review results, notices, and the individual OPI record.


Franklin County Parole Eligibility

Eligibility depends on the offense date and sentencing law. Structured Sentencing eliminated parole for offenses committed on or after October 1, 1994. Those felony prisoners serve the required term and generally move to post-release supervision. Older eligible cases and special categories remain within parole law, so “everyone gets a parole date” is wrong.

For older cases, G.S. 15A-1371 contains different rules, including a general minimum-term or one-fifth-of-maximum framework, applicable credit, special Fair Sentencing provisions, notice rules for certain life-sentence considerations, and denial criteria. The Commission says reviews after eligibility are generally at least annual, with different rules for murder, sexually violent offenses, and other statutory categories. No single arithmetic shortcut works for every Franklin County record.

The council listing does not verify parole, probation, release, or custody. Confirm available services directly and use OPI, District 9, the Commission, or the last custodian for status. Keeping those roles separate prevents a service referral from being mistaken for an official supervision record.
